Fremont, Custer and Chaffee Counties organized the Upper Arkansas Tri-County Coalition during the summer of 1996. The purpose of the coalition partnership is to extend to infants and toddlers with special needs and their families, the benefits of regional planning, coordination, collaboration and funding. The Tri-County Coalition is now 10 years old and assures that in each of the three counties there exists a “comprehensive, coordinated, multidisciplinary, culturally competent interagency system to provide early intervention services for infants and toddlers with disabilities and their families.” Fremont and Chaffee Counties are located along the Arkansas River in south central Colorado. Custer County is located west of these two Counties. From a geographical perspective the three Counties form a triangle, hence the name, Upper Arkansas Tri-County Coalition for Early Childhood Connections. Each county in the Coalition has a county early childhood collaborative group to guide local Part C activities and to give information and feedback to the Upper Arkansas Tri-County Coalition Steering Committee, which direct activities across the three county region to assure that IDEA, Part C is implemented in each County. Organizers of the Tri-County Coalition wanted to respect local interest and control therefore the Tri-County Coalition was specifically designed to acknowledge and respect the work of the local interagency groups and to assure increased participation and input form each County. At the same time the Coalition wanted to assure that a comprehensive, coordinated, culturally competent, interagency early intervention initiative that reflected the values of the local Councils and the Colorado Interagency Coordinating Council was in place in each of the communities. |
